For pharmacy owners
Rural pharmacy staffing incentives: what you can actually claim.
If you run a rural or regional pharmacy, the Commonwealth is already paying toward part of your staffing problem — and most owners do not know which parts. Some programs build you a pharmacist in three years. Some keep the dispensary open while your pharmacist trains. Some you cannot apply for at all.
Start here
Everything turns on your MM category.
Almost every program is gated on the Modified Monash Model category of your pharmacy’s address, and almost all of them need MM3 to MM7. At MM1 or MM2, most of this does not apply.
| Category | What it means |
|---|---|
| MM1 | Major cities |
| MM2 | Regional centres — in or within 20km of a town over 50,000 |
| MM3 | Large rural towns — in or within 15km of a town of 15,000 to 50,000 |
| MM4 | Medium rural towns — in or within 10km of a town of 5,000 to 15,000 |
| MM5 | Small rural towns — all remaining inner and outer regional areas |
| MM6 | Remote communities |
| MM7 | Very remote communities |
Do not guess yours. The Department of Health’s Health Workforce Locator gives the category for your exact address. The difference between MM2 and MM3 is the difference between claiming nothing and claiming most of this list.
Grow your own
Stop having the problem: the intern incentive.
The largest amount of money aimed directly at adding a pharmacist to your store — and the most under-used.
- Intern Incentive Allowance (IIARP)
- Community pharmacies and approved hospital authorities in MM3 to MM7, actively trading throughout and meeting the Pharmacy Board’s preceptor requirements. Up to $5,000 excluding GST for a six-month placement, up to $10,000 for twelve months. Six continuous months is the minimum. Apply up to 60 days before the internship starts and no later than 90 days after it commences.
- IIARP Extension
- Community pharmacies only, MM5 to MM7. Keep that intern on as a newly registered pharmacist for twelve continuous months and it pays up to $20,000. You need an approved IIARP claim for the same person, and if they leave you must tell the administrator within 21 days.
An intern taken on in a small rural town and kept for a year afterwards can attract up to $30,000 across the two programs. That is a materially different proposition to recruiting a registered pharmacist into the same town at market rate. Intern placement.
Training cover
Your pharmacist needs to be away for training.
- Rural Continuing Professional Education Allowance
- The pharmacist must live and work in MM3 to MM7. Up to $2,000 per claim per CPD event, higher with substantiating documentation. It covers a relief locum’s travel and accommodation while your pharmacist is away — not the locum’s wages. Accommodation capped at $200 a night, taxi or rideshare at $100 a trip. Claim within 60 days of the event ending; late claims are not accepted.
- Rural Intern Training Allowance
- The intern equivalent — up to $1,500 per financial year toward getting them to compulsory training, claimable within 60 days.
The pipeline
The longer game: students and scholarships.
Rural Pharmacy Student Placement Allowance
$3,000 excluding GST per student per eligible placement in MM3 to MM7. The money goes to the university, and a student cannot dispense unsupervised — treat it as recruitment, not coverage. It is still the cheapest way to get a student to spend real time in your store and decide they like the town.
Rural Pharmacy Scholarship Scheme
$10,000 a year to a student in ten monthly instalments, up to $40,000 across an undergraduate degree or $20,000 for graduate entry. Applications generally open from November until late January. Eligibility rests on the student having lived in MM3 to MM7.
Scholarship Mentor Scheme
A $375 a year honorarium for a rural pharmacist mentoring a scholarship holder, with quarterly contact. The money is nominal. The relationship is a direct line to a student with rural roots who will need a job.
Rural Pharmacy Liaison Officer Program
Funds universities, not pharmacies. You cannot apply and it will not fill a roster — but your nearest university may have one.
Read this carefully
What the Regional Pharmacy Maintenance Allowance is — and is not.
The largest sums in the rural program set sit here, and owners routinely misread them. It is viability support tied to trading, not a staffing payment. It will not pay for a locum or a wage.
The Regional Pharmacy Maintenance Allowance is open to Section 90 approved pharmacies in MM3 to MM7 that trade at least 20 hours a week, at least four days a week, for at least 48 weeks of the year, with a registered pharmacist in attendance. The amount is set by a published table combining MM category and prescription volume; on the 2025–26 table it ranged from about $10,845 to $101,160 a year, paid monthly in arrears. Renewal is due by 14 June for the year starting 1 July, and a change in eligibility must be reported within 14 days.
The staffing link is indirect but real: a roster gap long enough to close your doors can put the allowance itself at risk.
A common mistake
One program that does not cover pharmacy.
The Rural Locum Assistance Program is often assumed to cover pharmacists. It does not. It is run by the Department of Health and covers aged care workers, nurses, midwives, obstetricians, anaesthetists and allied health professionals. Pharmacy is not named.
Where we fit
Programs pay. They do not recruit.
Every program here is a subsidy on something you still have to do yourself.
The Commonwealth will pay toward the training and the travel. It will not find you the pharmacist, and it will not tell you whether the one you have been sent will last a winter in your town.
Our people manage a national network of community pharmacies day to day, a large share of them country practices. Tell us the store and what you are trying to cover, and we will tell you which of these you are likely to qualify for and what it realistically takes to fill the role. If we think the vacancy is not fillable at the package you have in mind, we will say so.

You will get the fee in writing, a view on whether the role is fillable as written, and a realistic time to fill — before you commit to anything.
